Behaves as though she dropped the charge at the last second.

Cool, that’s better then wasting one.

How difficult is it to pivot between a spell and a hex? Iobel is hexed for grace and has a spell for flight. If she wanted to make somebody graceful temporarily or wanted to hex herself for flight because the charge and duration were disappointing, how much effort would it take and how different would the new charts be from the originals?

I'm having trouble answering that because the spell/hex distinction is bordered mostly aesthetically in my mind and a hex for flight doesn't seem like a thing I'd have doable at all.

I thought it was just that hexes produced a permanent effect (grace, unmelting ice, bound familiar, magic fountain) while spells were temporary? Is this something like the difference in Effulgence between a pentagon making magic objects and a hexagon making people magic?

I mean, yes, hexes do that and spells are that way, but if you chart out some effect the chart will usually not actually specify duration (duration, like charge time, is a surprise) and some things turn out to be hexes and permanent and some things don't.

Can this be approximated somewhat by assuming that hexes and spells both only have a pentagon power level? They can make permanent magical objects or give you permanent nonmagical abilities, and might have temporary magical effects, but cannot give you permanent magical abilities? It seems to be a pretty close approximation (flight, grace, the fountain, seeing people, etc. all fit that difference) but it seems unlikely to actually match what you are thinking that closely.

Imperfect approximation but I can't immediately think of a counterexample.
