Edit: Guess: vowels must be in alphabetical order (edit: starting at a) (or loop round and be in alphabetical, i.e. a, e, i, o, u, a, e, i, …, breaking at any point in the chain, separated by any number of consonants), not skipping any and not repeating in a single 'loop', where they appear?

(I predict the top five are yes, then a yes and a no?)

Encrypted rule: Vzhlla liwicfqag ty ahm dmympu uhse nfctp tlmqi.
Encryption key for a Vigenère cipher: allhailthecoin
Decrypted rule: Vowels appearing in the string must cycle aeiou.

I have a rule in mind but can't run it at the moment; maybe I will ask to take a turn after the next round.

What is the process for going from that rule and that key to the encrypted version? Vigènere cipher?
